Returning citizens can be a powerful constituency in building a more equitable multiracial democracy. However, returning citizens often feel demobilized from electoral participation and are alienated from political and civic institutions. This break-out session will cover recent work and case studies to identify practices and develop narratives to meaningfully engage those who have had their rights restored. This project also presents an important model for collaboration between academics and organizers.
